Installing Microsoft .NET Framework 3.5 Service Pack 1 when computer can not connect to internet
Microsoft .NET Framework 3.5 Service Pack 1 can be downloaded from http://www.microsoft.com/downloads/en/details.aspx?FamilyID=ab99342f-5d1a-413d-8319-81da479ab0d7&displaylang=en. However by default the downloaded file size is 2.8 MB and when you install framework from this file, this file attempt to connect to internet to download actual file. This is because the available file is bootstrapper.
So if your computer/server can not go online, this file can not install .NET Framework 3.5 Service Pack 1.
To resolve this (ie. to install standalone installer of .NET Framework 3.5 Service Pack 1 which can be used to install .NET Framework 3.5 Service Pack 1 on a computer/server which is offline), you can download the full package from http://download.microsoft.com/download/2/0/e/20e90413-712f-438c-988e-fdaa79a8ac3d/dotnetfx35.exe
Note: This full package link is mentioned at almost bottom of http://www.microsoft.com/downloads/en/details.aspx?FamilyID=ab99342f-5d1a-413d-8319-81da479ab0d7&displaylang=en
